4.1.1 Bushfire Local Economic Recovery Fund (BLER)

Jointly funded by the Australian and NSW Governments, this package will support social and economic recovery in regional communities most affected by the 2019 -2020 bushfires. This Bushfire Local Economic Recovery Fund will provide $250 million of further funding to support the social and economic recovery of communities affected by bushfire in 47 regional NSW Local Government Areas. Glen Innes Severn Council an eligible LGA area. Bushfire affected communities will have access to funding for infrastructure projects and local programs and initiatives that encourage the short, medium and long-term recovery. It will support projects that retain and create new jobs in regional areas, build resilience and increase preparedness for future bushfire seasons.
Funding is available in the following three categories:
• Infrastructure projects, such as roads to support increased industrial development.
• Environmental projects, such as regeneration activities.
• Programs including social, business and environmental education initiatives.
Grant amounts:
The grant funding for individual projects is dependent on the project type.
• Infrastructure projects must seek a minimum of $400,000 with a maximum available grant of $20 million.
• Environmental projects including rehabilitation, remediation and resilience improvements must seek a minimum of $200,000 with
a maximum available grant of $4 million.
• Programs, including social, business and environmental education initiative must seek a minimum of $200,000 with a maximum
available grant of $4 million. Funding will be prioritised to support applications from areas most impacted by bushfires.
Co-contributions:
Applicants are strongly encouraged to make a financial co-contribution to their projects; however, this is not an eligibility requirement.
Applicant eligibility:
Applicants must hold an Australian Business Number (ABN), Australian Company Number (ACN) or be registered with NSW Fair Trading under the Associations Incorporation Act 2009 or other Act.
An applicant must be one of the following entities:
• Councils
• Joint Organisation of Councils
• not-for-profit organisations, including business chambers, industry associations and charities
• research or academic organisations
• State Government corporations
• Local Aboriginal Land Councils.
For-profit organisations and state government agencies may be considered eligible applicants only where projects will deliver a clear public benefit. A public/private partnership may only seek funding where the lead applicant is an eligible entity.
Section 355 committees of council are eligible to apply for funding, but the council will be required to execute the funding deed should the project be successful.
Applicants must have or be able and willing to purchase at least $20 million in public liability insurance.

This program provides access to experts who will work with you to rebuild your business after the 2019-20 Black Summer bushfires. They'll work with you to strengthen the systems, operations and strategies of your business and connect you to other services to help you recover.
The Strengthening Business service from the Entrepreneurs' Programme will help your business recover from the effects of the 2019-20 bushfires.
At no cost to you, you'll have access to a dedicated facilitator who:
• is a local, independent expert
• understands your region
• can advise on what it takes to run a successful business in your region
They'll work with you to develop a roadmap to navigate the challenges and opportunities your business now faces in the community. You'll get a documented plan with strategies and goals to achieve in the immediate, medium and long-term.
Your facilitator will also be able to provide information about possible funding to help with your recovery.
With this help from your facilitator your business will be stronger, more resilient and better prepared for the future.
4.1.3 Public Land Boundary Fencing Program

Private landholders who share a boundary with public land and were impacted by the Northern and Southern fires of late 2019 and early 2020 are eligible to receive up to $5,000 per kilometre to contribute to the replacement of damaged boundary fences adjoining public lands.
Note that for the purposes of this grant, public lands includes:
• National parks
• Forestry Corporation land
• Travelling stock reserves
• Crown reserves, tenured roads and leases
• Roads managed by Roads and Maritime Services or Local Government.
Grants can be issued retrospectively to cover costs already incurred by landholders replacing fire damaged fencing where a boundary is shared with public lands.
4.2 Drought Assistance:
4.2.1 Animal Welfare Transport Subsidy

A subsidy on the transport of stock at risk is available to primary producers.
This subsidy covers up to 50% of the total freight cost to a maximum of $20,000 per farm business and is available where:
• animals are at significant risk
• there is little or no feed and/or water available, including both pasture and stored fodder
• animals leave the farming enterprise permanently and
• the enterprise demonstrates a significant financial need
The program, which was due to close on 30 June 2020, has been extended into 2020/21.Applications for the extended Animal Welfare Transport Subsidy will be open from 1 July 2020 and close 31 December 2020 or earlier if funding is exhausted.
4.2.2 Drought Transport Subsidy (DTS) program – Round 3

The Drought Transport Subsidy is available to primary producers in NSW who own and operate a farm business and can be applied to; the cost of transporting fodder, water to a property for stock or domestic use, stock to and from agistment, and stock to sale or slaughter.
For applications received from 1 July 2020 the subsidy also includes transport of purchased stock to a farm business. Round 3 - (2020-21 financial year) – are for invoices dated 1 July to 31 December 2020, offering $25,000 per eligible farm business. The availability of subsidies for this program is subject to funds being available. No subsidy can be offered beyond the allocated funding. Closure of the program is at the discretion of the RAA.
4.2.3 Farm Innovation Fund

The Farm Innovation Fund provides low interest loans to helps farmers to:
• Improve farm productivity by reducing risks and improve efficiencies by building fodder and grain storage facilities, sheds, fencing, roadworks and solar power conversions.
• Manage adverse seasonal conditions by improving water efficiencies with irrigation systems, cap and piping of bores, new dams, install water tanks and desilting of ground tanks.
• Ensure long term sustainability by increasing the viability of a farm business and improve pasture and soil health, plant trees for shade and wildlife corridors, eradicate weeds, flood proof property and fence riverbanks.
4.3 Covid-19 Assistance:
4.3.1 Homebuilder

HomeBuilder provides eligible owner-occupiers (including first home buyers) with a grant of up to $25,000 to build a new home or substantially renovate an existing home. HomeBuilder will assist the residential construction market by encouraging the commencement of new home builds and renovations where the contract is signed between 4 June 2020 and 31 December 2020.
Construction need not commence prior to 31 December 2020, however, must commence within three months of the contract date. Further, construction cannot have commenced before 4 June 2020.
The Australian Government HomeBuilder Grant is subject to the provisions of the National Partnership Agreement between the New South Wales Government and Australian Government.
4.3.2 Restart Investment to Sustain and Expand (RISE) Fund

To support the arts and entertainment sector to reactivate, the RISE program targets funding towards sector organisations who are seeking to restart, re-imagine or create new activities. The program is intended to assist by providing finance to assist presentation of new or re-shaped cultural and creative activities and events. This will support employment of artists and workers in the arts and entertainment sector, as well as in connected industries such as hospitality, accommodation, transport and freight.
Funding is available to support cultural and creative events or activities that, in the absence of this funding, would be substantially less likely to proceed (due to constrained availability of funding to the applicant as a consequence of COVID-19).
You are required to make a financial contribution towards the grant activities or have other sources of funding, although the impact of COVID-19 will be taken into consideration. There is no minimum or maximum amount of co-contribution, but the level of contribution is expected to be relative to the nature and scale of the activity, and higher co-contributions, including from states and territories, will be advantageous to your application.
There is a competitive selection process.
4.3.3 Backing Business Investment (BBI)

A time limited 15-month investment incentive to support business investment and economic growth over the short term, by accelerating depreciation deductions. This applies to eligible assets acquired from 12 March 2020 and first used or installed by 30 June 2021. Businesses with a turnover of less than $500 million will be able to deduct 50 per cent of the cost of an eligible asset on installation, with existing depreciation rules applying to the balance of the asset cost. For each new asset, the accelerated depreciation deduction applies in the income year that the asset is first used or installed ready for use for a taxable purpose. You do not need to apply for the Backing Business Investment (BBI). You can claim the deduction when lodging your tax return for the income year.
