The Australian Government has committed a total of $1.04 billion over seven years from 2017-18 to 2023-24 for the Building Better Regions Fund (the program).
The objectives of the program are to:
• drive economic growth
• build stronger regional communities into the future.
The intended outcomes of the program are to:
• create jobs
• have a positive impact on economic activity, including Indigenous economic participation through employment and supplier-use outcomes
• enhance community facilities
• enhance leadership capacity
• encourage community cohesion and a sense of identity.
Round Five of the program incorporates $100 million towards tourism-related infrastructure projects. As part of the application process, the Australian Government will ask you to indicate if you are applying for funding for a tourism-related infrastructure project, and if so, to provide information about how your project is related to tourism as outlined in the grant guidelines.
The Infrastructure Projects Stream only supports investment ready projects. We consider a project to be investment ready where you have taken steps to allow construction to commence within 12 weeks of executing your grant agreement.
This includes where you have:
• the authority of the land or infrastructure owner to undertake the project at the nominated site(s)
• confirmed funding contributions from all sources and can provide formal documentation to verify those contributions with your application
• identified and prepared submissions for all required regulatory and/or development approvals or have already submitted and/or obtained those approvals
• finalised project designs and costings.
For multi-stage projects, the first stage of the project must be investment ready within 12 weeks of executing the grant agreement. You must demonstrate that subsequent stages are investment ready in the progress report immediately preceding the next stage’s agreed commencement date, and the entire project (as defined in the BBRF grant agreement) must be complete within the maximum grant period.

3.2 Rural, Regional and Other Special Needs Building Fund - Capital Funding

This Capital Funding Grant Opportunity was announced as part of the 2020 ACAR, with $150 million made available for capital grants to fund suitable proposals, which specifically aim to improve access to quality residential aged care in regional, rural and remote locations and/or improve access to care for any of the Special Needs Groups under the Act, in any areas.
The ACAR is a competitive application process that enables prospective and existing approved providers of aged care to apply for a range of new Australian Government funded aged care places (residential care and Short-Term Restorative Care places) and financial assistance in the form of a capital grant.
The objective of the Fund is to facilitate equitable access to residential care across Australia. The Fund’s objective is to provide capital grants to facilitate equitable access to residential care where access is impeded by virtue of:
• geographic location, and/or
• inadequate supply of residential care, including for people with special needs, and
• lack of access to sufficient non-grant funding by an approved provider.
To increase access to residential care which may otherwise not be available, the Fund provides capital grants for the construction or upgrade of residential aged care buildings:
• in rural, regional and remote areas of Australia, and/or
• which specifically focus on the provision of residential care to people from Special Needs Groups or concessional, supported, assisted or low-means residents (as defined under the Act), including in major cities, and/or
• in a location where there is a demonstrated need for additional residential aged care services.
The main outcomes delivered by the Fund are new residential care buildings, and the upgrade of existing residential care buildings which, without the assistance of capital grants provided under the Fund, would otherwise not be available. The Fund also supports access to residential care and continuity of care in a region or area, or for a Special Needs Group, where access would otherwise be at risk.
In the 2020 ACAR, the Australian Government strongly encourages applications focussed on:
• assisting the development of residential care places previously allocated but not yet operational in rural/regional areas
• improving access to dementia care and improving service environments to be more dementia friendly
• reducing shared rooms/facilities to improve:
: resident amenity; : service viability; and : infection prevention and control
• other measures to improve infection prevention and control

3.3 ClubGrants Category 3 Fund - Infrastructure

Sport & Recreation: $50,000 to $300,000 available per project

The NSW Government offers grants to communities across NSW to support the building, renovation and fit-out of infrastructure. Funding is available for sport and recreation and arts and cultural infrastructure as well as projects that assist communities with essential infrastructure and disaster readiness. Infrastructure Grants are made possible by reinvesting a rebate on gaming machine profits from the state’s registered clubs, known as the ClubGrants Category 3 Fund.
Infrastructure Grants can be used toward the costs of construction, alteration, renovation, completion and fit-out of buildings and community infrastructure in the following areas:
• Arts & Culture
• Community Infrastructure
• Disaster Readiness
• Sport & Recreation
Infrastructure Grants can also be used for costs such the purchase of capital equipment and professional fees.
Examples of projects range from local sports ground facilities, public swimming pools, children’s play areas, museums, art galleries, theatres and upgrades to evacuation centres, or community welfare infrastructure that supports youth, mental health or homelessness services.
Applicants must be a not-for-profit organisation with an ABN that is responsible for operating and/or maintaining the infrastructure. Applicants must show the benefit that the infrastructure is accessible and available to the general public the majority of the time.
Financial contributions: Local government applicants are required to cash-match the funding amount requested.
The Infrastructure Grants process is competitive. Each year the program receives more applications than can be supported and, in some instances, partial funding may be offered.
